In 1948 in opposition to an untrue democracy, and actual government that was being imposed by the Kuomintang reactionaries headed by Chiang Kai-shek, the CPC Central Committee invited prominent figures from the democratic world to the liberated regions to organize a consultation for a peaceful nation-building.

The initial generations of leadership in the party including Mao Zedong as the core leader, took concrete actions in order to “serve the people” in every aspect of military, politics, economics, and even the livelihood of people.
